Rise Up Australia: The Battle for the Balance of Power in the Senate

The Greens can lose a seat in Victoria, under threat by Wikileaks Party

Whilst the ALP has directly preferenced the Greens in the Victorian Senate this does not guarantee the Greens a seat. The Greens would have ot poll above 9% primary support to benefit from an estimated 4-5% ALP Surplus.

Analysis of the registered above-the-line ticket votes shows if Wikileaks are able to peg back the Greens to below 8% and can secure 4% primary vote they can come from behind and force the Greens into becoming the wasted Quota. The ALP is expected to poll around 32% with a minimal surplus to transfer to the Greens. Wikileaks collects preferences from all other groups and outpolsl the Greens who become the wasted quota.


It is also possible for the Raise Up Australia Party or Family First in Victoria to win a seat from the Liberal Party. In 2010 the LNP polled 34% The LNP need over 39% to win a third senate spot

Rise Up Australia and Family First are well placed in preferences of the registered tickets to come from a low base of 2-3% and win the sixth seat on the back of Liberal Party Surpluses and support from the other christian religious based ground. Traditionally the Christan lobby represent around 405% of the overall vote.  With Gay marriage an issue there support will be consolidated. They are a well organized and motivated network and have shown they are capable of manning the polling booths. Being placed first on the left hand side of the ballot paper also gives Rise Up Australia marginal advantage with the donkey vote

Mr van der CRAATS — I am a member of the Proportional Representation Society of Australia and of the Australian Labor Party, but the evidence that I give is of personal opinion.

The CHAIR — I ask you to begin your verbal submission, and we will take it from there.

Mr van der CRAATS — Thank you for the opportunity to speak to this Parliament. I do so with some reluctance, mainly because the last time I gave evidence to this committee I was subjected to what I consider to be harassment, intimidation and vilification by the chief electoral commissioner. It is a matter that I raised before with this committee, or the previous committee, and it failed to respond or to properly act. It is my belief that the actions taken by the chief electoral commissioner constitute contempt of Parliament, and I would like that this committee give further consideration to the complaints that I forwarded to the committee on previous occasions with the view of having the matter properly dealt with by an appropriate authority. I will raise this later in my submission, particularly with respect to item 4 and in relation to the role of the Ombudsman and the electoral commission as it is the Ombudsman that I believe is the appropriate body to review such complaints. However, this committee has a responsibility to ensure the integrity of the parliamentary process, that the committee process is intact and that witnesses are not subjected to some form of harassment or intimidation as a result of evidence given that may be detrimental to or critical of the conduct of the election’s process.

The Gillard Factor

Questions are being asked in the corridors of bean counters: Can Julia Gillard deliver the ALP in Victoria an extra 0.3% increasing the ALP primary vote in the Senate from 41.7% to 42.0%?

If the Greens increase their support from 10% to 14% and the Liberal Party falls below 38% then there is a possibility that the Liberal Party will only secure two Senate seats, ALP three and the Greens one. This is dependent on the ALP securing three quotas in its own right as the ALP and the Liberal/National party falling below 38%.

Early polling undertaken in July by Morgan research had shown this as a outside possibility but with a 2.0% marigin of error this outcome is unlikely. At best the ALP can expect to hang on to the vote it received in 2007 but will still fail to elect three Senators due to a flaw in the way the Senate vote is counted which will deliver a bonus 7,000 votes to the Greens. The Liberal party will pickup votes from One nation. DLP and Family First.  Family First, Steve Fielding, coming in at 8th will not win a second term.
